On the morning of 4th March, the Council of VNUHCM-University of Science convened its 11th University Council Conference, attended by members of the University Council, the Supervisory Board, administrative leaders, and representatives from functional departments.

At the opening ceremony, Assoc. Prof. Trần Cao Vinh, Secretary of the Party Committee and Chairman of the University Council, highlighted key agenda items for the meeting, which included the enrolment scheme for 2023, the initiative to establish a training programme that meets international quality standards in Materials Science, the method for leasing public property, regulations on Internal Expenditure for 2023, and the operational plan for the University Council, Supervisory Board, and the University itself for the year 2023. He also affirmed the role of University Council members in providing insights on the proposed matters.

Assoc. Prof. Trần Lê Quan, the President, presented the draft of the University’s Operational Plan for 2023, the draft regulations on the organisation and operation of the University, and the project concerning the management and leasing of public property at VNUHCM-University of Science. This reflects the University’s responsibilities and objectives under its essential action plan, particularly in the first years of implementing the Project on Renovating the Operational Mechanism.

During the discussions, Assoc. Prof. Vũ Hải Quân, a member of the Executive Committee of the Party Central Committee, Secretary of the Party Committee of VNUHCM, and Chancellor of VNUHCM, remarked, “In implementing the contents of the University’s Operational Plan for 2023, it is crucial to consider the level of student satisfaction regarding the University’s activities and the satisfaction of staff with the management and operation of the institution.”

Additionally, D.Sc. Nguyễn Hữu Lệ, Chairman of TMA Technology Group (TTG) and a member of the University Council, raised a pertinent question: “Will ChatGPT affect higher education activities and students?” He also emphasised the necessity for the University to focus on short-term training programmes that align with societal needs.

Moreover, Mr Diệp Bảo Cánh, General Director of Redsun Solar Energy Joint Stock Company and a member of the University Council, underscored the importance of ensuring the quality of services when leasing public properties: “This is a matter of paramount concern.”

In his report, D.Sc. Trần Thái Sơn, Head of the Academic Affairs Office and member of the University Council, outlined the 2023 enrolment scheme, indicating that the University offers 28 major programmes and will admit students through six different methods. He added that the target is to recruit 500 students for the Distance Learning Programme, although there will be no regular admissions for the Joint Programme in 2023.

After commenting, the University’s Council members voted to approve 09 draft contents proposed by the University in the meeting.

In 2022, from 27th to 29th June, in response to a friendly invitation from Jeonbuk National University, Korea (JBNU), a delegation from VNUHCM-University of Science visited and worked on a renewable energy project under the cooperation agreement between the two institutions. The delegation was led by Assoc. Prof. Trần Lê Quan, President of the University of Science, along with Assoc. Prof. Trần Văn Mẫn, the Project Leader on the Vietnamese side, Assoc. Prof. Ngô Đại Nghiệp, Head of the External Relations Office, and MSc. Phùng Quán, Head of the Personnel and Administration Office.

The representatives of JBNU warmly welcomed the University’s delegation, demonstrating goodwill and a spirit of cooperation in carrying out the project’s next steps. The schedule commenced with a signing ceremony of the Memorandum of Understanding (MoU) on the afternoon of 27th June, involving the parties, which included the University of Science, the Centre for Development of New Energy and Energy Materials Regeneration of JBNU (abbreviated as NewREC), the Institute of Agricultural Biomaterials of Jeonju City (abbreviated as JAMI), and KOMIPO Company (Korea Midland Power Co., Ltd.).

The representatives of the units included:

– Assoc. Prof. Trần Lê Quan – President of the University;

– Prof. Kim Dong Won – Rector of JBNU;

– Mr. Chong Yeal Kim – Director of NewREC;

– Mr. Bound Jun Oh – Director of JAMI;

– Mr. Park Kyung Woo – Deputy Director of Korea Midland Power Corporation (KOMIPO), along with professors, lecturers, and staff from the partner institutions.

The purpose of the Memorandum of Understanding centred around cooperation activities aimed at contributing to the advancement of global agriculture through technologies in the ICT sector. According to the cooperation content, the University of Science would provide the location, operating personnel, and support to promote the project. Additionally, NewREC and JAMI would establish a startup support model at the site provided by the VNUHCM-University of Science. The agreement came into force on 28th June and would remain valid until all parties had completed their proposals.

The following day, the University’s delegation visited JBNU’s NewREC to discuss cooperation guidelines and the implementation of the signed agreement regarding issues pertaining to research and development of renewable energy materials. Included in the working programme was a field trip to the solar power facility in Gunsan, where the delegation visited and collaborated with KOREIT, Dongbu, and HJ & SC corporations.

On the third day of their working visit (29th June), the delegation toured KOMIPO Company to learn about its development and to observe electricity manufacturing technologies and renewable energy plans in Seoul, followed by a visit to IT firms in Pangyo Techno Valley.
